European Electronic Toll Service (EETS)

The aim of the European Electronic Toll Service (EETS or in German EEMD for "europäischer elektronischer Mautdienst") is to enable its users to access the European toll road network with a single contract and on-board unit from an EETS provider.

EETS shall complement the national electronic toll services of the Member States and ensure that the toll systems already in place in the Member States and those introduced in the future are interoperable across the EU for EETS users.

Based on Directive (EU) 2019/520 of the European Parliament and of the Council of 19 March 2019 on the interoperability of electronic road toll systems and facilitating cross-border exchange of information on the failure to pay road fees in the Union, Member States shall ensure the interoperability of electronic toll systems in their EETS domains.

The necessary adjustments to national law (adjustments to the Toll System Act ("MautSysG") and the Federal Trunk Road Toll Act ("BFStrMG")) to comply with the mandatory requirements of European law were last updated with the Second Act Amending Toll Law Provisions with Regard to the Introduction of the European Electronic Toll Service (BGBl. I, p. 1603), which entered into force on 8 June 2021. The act regulates all the tasks assigned to the Member States and covers all the basic regulations to be fulfilled by EETS providers in Germany.

The Federal Office for Goods Transport ("BAG") has been designated by law as the responsible administrative authority for EETS in Germany. The BAG maintains the national electronic EETS register in accordance with the provisions of Article 21 of Directive (EU) 2019/520 and § 21 of the Toll System Act. It is responsible for updating the EETS register.

The register consists of two parts:

Introduction of central detection and tariffing for all EETS providers

The BAG has prepared the introduction of a central detection and tariffing service ("toll charging service" or in German MED for "Mauterhebungsdienst") for all EETS providers and commissioned federally owned company Toll Collect GmbH to implement and operate the service.

The requirements of the EETS domain Federal Highway Trunk Toll Act were amended as follows for this purpose:

  • EETS providers transmit the position data generated by their on-board equipment as well as all vehicle parameters relevant for toll calculation to the interfaces of the toll charging service.
  • The road sections subject to toll are identified on the basis of the position data. Taking the vehicle characteristics into account, the toll is calculated.
  • EETS providers receive the toll amounts calculated as toll declarations including the billing details for invoicing their customers.

The toll charging service became available for use at the end of November 2021 and is mandatory for all EETS providers from 1 January 2026. If you are interested in the service, please contact MED@bag.bund.de.

Information event for EETS providers on introduction of CO2-based tolling in Germany.

In a joint video conference, the BAG will provide information on the current planning status of the implementation as well as new or changed requirements for EETS providers.

In March 2022, the revision of the Eurovignette Directive 2022/362 was adopted. Among other things, the directive defines the framework for the introduction of a CO2-dependent tolls for heavy goods vehicles. According to current planning, this is to be introduced in Germany in December 2023.
At a joint video conference, we would like to inform interested parties about the current status of the planning and implementation as well as new and changed requirements for EETS providers. Furthermore, we would like to answer your questions about the CO2-based toll.
The event will take place as a Webex conference on 18th October 2022 from 10:00 to 12:00. Please let us know by 11th Oct by sending an e-mail to g4@bag.bund.de whether you would like to attend the event and, if so, which representatives of your company will participate. We will then send you the relevant dial-in data and a presentation with the relevant information on the CO2-based toll.
